Sueña Torrevieja has called for a complete reset of Torrevieja’s stalled urban planning process, demanding the closure of the current file to review the Plan General de Ordenación Urbana (PGOU) and the immediate opening of a new one.
During Tuesday’s plenary session, party spokesperson Pablo Samper highlighted that the procedure began in January 2019 but has suffered continuous delays, negative reports and technical disagreements. According to Samper, no progress has been made since February 2022.
“The bids submitted are no longer valid, and meanwhile Torrevieja continues without an updated planning tool. This creates legal uncertainty and hinders the orderly development of the city,” he explained.
A detailed timeline of the paralysis was set out by Sueña Torrevieja:
- 24 January 2019: The Local Government Board approved the tendering process for the PGOU review.
- February 2019: Seven bids were submitted.
- 20 February 2020: The Contracting Committee proposed an awardee.
- 4 February 2021: The General Comptroller issued an unfavourable report.
- 16 April 2021: Clarifications were requested from the technical team.
- 12 February 2022: The Contracting Committee withdrew from the process and passed the matter to the Local Government Board — the last recorded action in the file.
Samper insisted that the city cannot continue relying on dozens of piecemeal modifications to solve individual issues. Instead, he urged the launch of a new procedure that resolves past mistakes and produces a PGOU aligned with today’s needs.
“Our municipality needs a General Plan that addresses present and future challenges, that provides certainty to residents and investors, and that commits to a sustainable growth model. Torrevieja cannot remain trapped in urban planning improvisation,” he stressed.
The independent local group considers the matter to go beyond party politics and insists that it must be treated as a priority for the future of the city. They call on the local government to act swiftly and responsibly.
