SUEÑA TORREVIEJA has raised the alarm over what it describes as an “unsustainable financial situation” after Torrevieja was officially named the worst-performing municipality in Spain in terms of compliance with the Law on Budgetary Stability and Financial Sustainability.
According to official data published on 30 July by the Virtual Office for the Financial Coordination of Local Authorities, Torrevieja posted a deficit of over €16.6 million in 2024—double the figure recorded by second-place Elche (€8.5 million) and well ahead of Albacete (€7.2 million).
The city also recorded the highest negative balance in non-financial operations, with €13.8 million in the red, a figure that opposition group SUEÑA TORREVIEJA says is clear evidence of “inefficient and irresponsible management” by the current local government.
Speaking on behalf of the group, councillor Pablo Samper expressed serious concern about the figures:
> “It is absolutely unsustainable for Torrevieja to lead the national rankings in budgetary non-compliance. This level of financial mismanagement mortgages the future of our city.”
The group has formally called for the withdrawal of the current 2025–2026 Economic and Financial Plan, which was presented at the plenary session on 8 April. They argue that the plan violates Articles 1.2, 21.2, and 23.4 of Organic Law 2/2012, which governs financial sustainability for public administrations.
SUEÑA TORREVIEJA is demanding that the plan be replaced with a new one that includes firm corrective measures—specifically the adoption of credit unavailability agreements to the value of at least €16.6 million—to ensure the 2025 municipal budget complies with national legislation.
The situation is particularly stark given that over 85% of all town halls in the Valencian Community complied with the law in 2024, including the provincial capitals of Alicante, Valencia, and Castellón. Out of 436 municipalities, only 65 breached the law—with Torrevieja leading the list.
Samper concluded by warning that the numbers reflect not just technical accounting issues but a deeper lack of political foresight. “This is the result of a failure to plan responsibly. We urge the local government to act immediately, with rigour and within the law.”
