Renovation works at the Sector 25 park in Torrevieja have been frozen for more than three months because the City Council launched the project without obtaining permission from the Ministry of Transport. The ministry manages the N-332 bypass that borders the green area. This information was revealed by the councillor for the area, Concha Sala, during this Monday’s ordinary plenary session in response to a question about the project’s delay from Pablo Samper, the spokesperson councillor for Sueña Torrevieja.
Clarifications in the plenary session
Samper asked the councillor to clarify what work has been done, whether there are delays, and whether the planned completion date remains unchanged. The works were initially scheduled to begin in November 2025 but did not start until December, carrying a 12-month execution period. Months after that date, the visible progress “is limited to earthmoving and the occasional presence of machinery” alongside the fencing, according to the political group. Samper reminded everyone that local residents “have been waiting for years for this project to truly move forward.” According to the councillor, “The reality on the ground is that there is hardly any progress.” The municipal group believes it is vital for the City Council to explain the actual status of the project.
Announce projects
“It is not enough to announce projects; they must be implemented, deadlines met, and explanations given when the work is not progressing as planned,” Samper points out, adding that the project is a green space “much anticipated by residents” and that the project should improve the surrounding area. “It cannot just become another announcement without follow-up or transparency,” he adds.

Sala explained that the construction of the new green space in Sector 25 is currently awaiting approval from the Highways Department before work can resume. She stated that the city council initially submitted a notification to the Highways Department following the instructions of the municipal technician. The Ministry subsequently determined that the works could not be “simply notified” and required express authorisation. This requirement has halted the project.
Municipal technicians and the project’s designers have been in contact with the Highways Department to adjust the plan. The objective, she said, is to ensure compatibility between the easement zone and the perimeter pedestrian flows included in the project within those easement zones. Sala argued that this technical exchange aims to ensure that the state infrastructure and the new green space “coexist without interference in the future.” The councillor stated that the City Council has known for several days that the resolution is favourable and is only waiting for official notification. “Work will resume shortly,” she assured.
Regarding the completion date, Sala explained that the downtime will be automatically added to the construction schedule. According to her calculations, if the initial deadline was December 2026, the completion date could be pushed back by about three months, although the City Council will try to reduce it.
Presentation
Mayor Eduardo Dolón, the councillor herself, and the project managers from the company Actúa (Hozono Group), announced the start of this project at a press conference at the end of last October. The project includes more than 700 trees, 95 palm trees, 70,000 square metres of surface area, and an investment of 5.4 million euro (including VAT). They even gave a start date of 11th November of that year, though it was later delayed until the end of December.
This renovation comes after residents’ demands regarding the neglect and degradation of what should have been, for the past fifteen years, the main green space in Sector 25. The developers of this extensive residential area of Torrevieja, who sold the urban plots where the City Council also authorised all the major construction permits for thousands of homes, never actually built the park. The investment is part of the parks and gardens maintenance contract itself, valued at 113 million, which in one of its lots provides for the rehabilitation and development of green areas to be carried out by Actúa.
