The Urban Services Department of Torrevieja City Council, directed by Sandra Sánchez, continues to advance the redevelopment works for the new Playa de Los Locos promenade, initiating the road closure corresponding to the first section of the project, which runs between Calle La Sal and Curva del Palangre.
The planning for the works ensures that Avenida de las Habaneras will remain open so that traffic can continue through Calle Mariano Ruiz Cánovas. Following the approval of the Safety and Health Plan, the Initial Staking Out Act was signed on 2nd July, and preliminary work began shortly after.
This work has included locating underground services that could be affected by the construction, topographic surveys for the altimetric design of the new promenade, and the development of a geotechnical study. Field staking, a ground-penetrating radar survey, test pits, and various trials have also been conducted to determine ground characteristics and carry out soundings.
At the same time, the awarded company has managed communications with different utility providers affected in order to proceed with the closure and execution of this initial section.
Four consecutive sections to reduce disruption
The general plan established by the Urban Services Department divides the project into four sections, which can be provisionally reopened once work on each individual section is completed. The work will be carried out using a single front and sequentially, meaning a new section will not begin until the previous one is finished. This system aims to minimise the affected area at any given time and reduce the impact on the local environment, residents, businesses, and tourism in Torrevieja.
Councillor for Urban Services Sandra Sánchez noted that the scheduling has been designed to balance a large-scale project with maintaining access and daily routines in this key area of Torrevieja, reducing inconvenience as much as possible throughout the construction period.
Access guaranteed for homes, garages, businesses, and the beach
To maintain access to existing garages, homes, and commercial or catering establishments within the construction zone, each of the four sections will be executed in two phases with prior signage and information provided.
During the first phase, work will concentrate on the seaside area. The existing pavement beside the buildings will remain open, and vehicular access for residents and delivery vehicles will be permitted via the current parking lane. Protected walkways to the beach will also be established from the building-side pavement, safely crossing the construction zone.
Once this first part concludes, the second phase will begin by provisionally opening the completed area and addressing the opposite side. During this stage, pedestrian walkways will be installed at the entrances to homes and local businesses, alongside steel plates allowing vehicles to access existing garages.
8.59 million euro budget and an 18-month execution period
The redevelopment of the Playa de Los Locos promenade has an adjudication budget of 8,592,352 euro, including VAT. The contract sets an execution period of 18 months, with completion scheduled for 1st January 2028. Sandra Sánchez highlighted that this is a vital project for the comprehensive renewal of one of the best-known and most frequented seafront promenades in Torrevieja.
Provisional modification of bus line 8
Due to the promenade works, Line 8 Centro-La Mata of the Torrevieja urban transport network is modifying its outbound route from the centre of Torrevieja towards La Mata. The return journey from La Mata back to the centre will maintain its current route until further changes occur as the works progress. Torrevieja City Council urges residents, drivers, and public transport users to pay close attention to temporary signage and instructions during the construction period.
