The Generalitat Valenciana has officially authorised the construction of a floating photovoltaic solar plant over two agricultural irrigation reservoirs in the municipality of Los Montesinos. The project involves a planned investment of 748,248 euro and combines renewable energy production with an advanced battery storage system. Promoted by the company Operativa 2000 SL, the installation has secured both preliminary and construction administrative approval following a planning process that first began in July 2021.
Published in the Boletín Oficial de la Provincia by the Territorial Service of Industry, Energy and Mines of Alicante, the resolution authorises an overall installed capacity of 1.21768 megawatts, covering both the solar generation and electrical storage elements. The installation will be built on plot 167 of Polygon 2 within Los Montesinos, making use of two existing agricultural reservoirs to anchor the panels on floating structures.
The facility will feature 1,344 photovoltaic modules, each rated at 720 watts, delivering a combined peak power of 967.68 kilowatts. The panels are set to be distributed across two bodies of water: a larger reservoir with an implementation surface of 4,006 square metres, and a smaller one measuring 1,592 square metres. Together, the installation footprint encompasses 5,598 square metres, with the solar modules directly covering 4,174.94 square metres.
This floating configuration serves as the defining feature of the development, allowing the developer to utilise existing water surfaces rather than occupying agricultural land. Alongside the solar array, the plant will include two electrochemical storage batteries providing a combined power of 250 kilowatts and a total capacity of 554 kilowatt hours. This system enables the storage of surplus power for later consumption or feeding back into the electrical grid.
Supporting infrastructure will consist of three power inverters along with transformation, protection, and power evacuation equipment. The facility will connect to the local distribution network managed by I-DE Redes Eléctricas Inteligentes via the 20-kilovolt La Pedrera medium-voltage line.
The approval marks the conclusion of an administrative procedure that originally started on 13 July 2021, when Operativa 2000 submitted plans for a conventional land-based solar farm in Los Montesinos with a nominal capacity of 960 kilowatts. In October 2025, the company lodged a substantial modification to the scheme, abandoning the ground-mounted design in favour of a water-borne array with integrated battery storage.
The change required a fresh period of public consultation and sector-specific assessments, appearing in the provincial official bulletin in May 2026 and the Diari Oficial de la Generalitat Valenciana in June 2026. Transitioning to a floating design significantly reduced the site footprint from 9,449 to 5,598 square metres while mitigating visual impact due to the lower profile of the floating mounts. However, the technological shift doubled the project budget, rising from an initial estimate of 373,924 euro to a final execution figure of 748,248 euro. The authorisation remains subject to established environmental, landscape, and safety conditions.
