The replacement of the lift connecting the Raval Roig neighbourhood with Postiguet beach in Alicante will have to return to the starting point. Alicante City Council will need to prepare another tender to contract the works, after the initial procedure received no offers, a circumstance that forces a restart of the procedures and further delays the recovery of an infrastructure that remains out of service on Avenida Jovellanos, next to the footbridge accessing Postiguet beach.
The PP government team points out that it cannot increase the budget of the competition that has just closed, meaning the only way to attempt to award the action involves drawing up a new call. This was confirmed by the Vice Mayor of Alicante, Manuel Villar, at the press conference following the Governing Board, where he indicated that the administrative procedure is already closed and does not allow modifications to be introduced to try to attract a company. “The budget cannot be expanded, it will have to be done again in infrastructure, and we would have to start from scratch again,” Villar explained.
The main question now is what has caused no company to show interest in carrying out the replacement of the lift. The municipal infrastructure service is, according to Villar, analysing the conditions of the contract to determine if the problem lies in the planned economic allocation of 70.000€, or if there are difficulties related to the technical requirements established to carry out the intervention.
Manuel Villar noted that there is still no conclusion regarding the reasons that led to this result, and that the municipal department will be responsible for evaluating the circumstances before launching a new competition. “The cause of no one presenting a bid is being assessed; it is not known if it is the budget,” the vice mayor indicated.
This review will be decisive in preparing the next tender, as the City Council will have to decide whether to maintain the economic and technical conditions of the contract or introduce changes that allow them to find a company willing to undertake the work. At present, it has not been specified when the new call will be published or what modifications could be incorporated.
While this new administrative process is resolved, the lift continues to be out of service, and users remain without this connection to negotiate the slope between Raval Roig and Postiguet. The action, which the City Council had promoted to renew the elevator located next to the beach footbridge, is thus once again subject to a new public procurement process.
The competition went out to tender at the end of September, with a planned investment of 70.000€ and an execution period of three months. The contract envisaged dismantling the existing device and installing a new lift, designed specifically to operate outdoors and withstand the conditions of its seaside location.
The project proposed maintaining the transparency that characterises the current lift, allowing users to keep the views during the journey between the neighbourhood and the Postiguet area. To achieve this, the new cabin will feature safety glass panels on the sides, combined with a stainless steel structure. Both the cabin doors and the access doors to the different floors will be glazed and framed in the same material.
The technical conditions also take into account the exposure to humidity and salinity. The specification establishes that the panoramic cabin must prevent the ingress and accumulation of water both inside and on the roof. The metallic elements will be stainless steel, and the metalwork pieces will incorporate anti-corrosion protection to improve their resistance outdoors. The lift will also feature air conditioning and an extractor, whilst the false ceiling will be stainless steel incorporating LED lighting. However, no company has submitted a bid to execute the project under the economic and technical conditions set out by Alicante City Council.
