According to the independent evaluation ranking DYNTRA (Dyntra City Councils and Municipalities), Torrevieja City Council has once again solidified its position as the most transparent municipality in the Valencian Community, maintaining its regional leadership with a transparency index of 85.8%, as reported by the Councillor for Innovation, Ricardo Recuero.
This result reaffirms the effectiveness of the municipal management model, which is founded on transparency, accountability, and access to public information. It establishes Torrevieja as a pioneer in open government. Additionally, the city has achieved a substantial improvement in its national ranking, rising from 167th in Spain in previous years to 22nd.
Torrevieja’s status as the most transparent city in the Valencian Community is the outcome of a steadfast dedication to institutional transparency, a consistent strategy of administrative modernisation, and effective coordination among municipal departments.
Citizen participation and collaboration, Economic and financial transparency, Public service contracting, Urban planning and public works, and Open Data and access to information are among the numerous fields that the DYNTRA index assesses in relation to public management and information access.
The key to success is digital transformation
The implementation and development of the Municipal Transparency Portal have been one of the determining factors in this leadership. This portal has enhanced the accessibility of public information and has been adjusted to the current standards of open government and digital society.
Ricardo Recuero, the Councillor for Innovation, Citizen Services and Transparency, emphasised that “the City Council’s dedication to institutional transparency, efficiency in public management, and citizen participation is exemplified by Torrevieja’s status as the most transparent municipality in the Valencian Community.”
The results obtained indicate a high level of compliance with the primary indicators that were assessed, with a particular emphasis on:
-Information on the municipal organization and heritage: 100%
-Accounting and budgetary information: 100%
-Transparency in municipal income and expenses: 100%
-Service contracting procedures: 100%
-Economic and financial transparency: 96.3%
-Urban planning and public works: 95%
These data illustrate the City Council’s dedication to transparent, accountable, and accessible management, which enables citizens to gain a comprehensive understanding of the municipal administration’s operations and the allocation of public resources.
