Lifeguard and rescue services on Guardamar del Segura’s beaches will once again be managed by a new organization. To manage the surveillance, first aid, and accessible bathing services along the municipality’s coastline for the upcoming years, the City Council’s contracting committee has proposed giving the contract to Provita Sociedad Cooperativa Madrileña, which received the highest score in the open bidding process.
The Red Cross’s removal from the programme last year, following nearly thirty years of providing lifeguard services on Guardamar’s beaches, will also be consolidated by the new contract. This time, the organisation didn’t even enter a bid in the City Council’s new public tender.
The contract, which will enable the management of lifeguard, surveillance, rescue, first aid, and adapted bathing services on the municipality’s 11 kilometres of coastline, was put out to bid with a base budget of 1,123,076.94 euro, excluding VAT, for an initial period of two years, extendable for another two.
Ambumar SyA SL, Eulen SA, Oasis Calmsea SL, Provita Sociedad Cooperativa Madrileña, and Servicial Sur SL were the five businesses who took part in the process. With a proposal of 555,500 euros without VAT, which was nearly half of the tender budget and far less than that of the other contenders, the latter first made the most economically advantageous offer.
Due to the discrepancy, the contracting committee deemed the bid to be unusually low and demanded that the business provide evidence of the service’s economic feasibility. But at the April 22 meeting, the committee decided that Servicial Sur SL “did not provide justification for the viability of its bid,” and as a result, they decided to remove it from consideration.
With a total score of 100 points, the offer from Provita Sociedad Cooperativa Madrileña led the ranking after that exclusion. Eulen SA came in second with 96.49 points, Oasis Calmsea SL with 95.10 points, and Ambumar SyA SL with 92.54 points.
The Madrid cooperative’s proposal entails taking over the service for 966,198.20 euros (VAT excluded), which includes operational availability within an hour, social improvements, environmental awareness initiatives, training enhancements, and reinforcement in the coordination of health emergencies.
As a result, the contracting committee decided to suggest to the contracting authority that Provita Sociedad Cooperativa Madrileña be awarded the service since they received “the best score after the application of the automatic evaluation criteria established in the PCAP.”
The contract will impact the beaches of Els Vivers, Center, La Roqueta, El Moncayo, El Camp, and Les Ortigues. During the active, low, medium, and high seasons specified in the municipal tender, the winning bidder will be required to provide surveillance, water rescue, health care, and adapted bathing services.
