The Spanish government has approved major updates to the General Drivers Regulations, implementing stricter road safety requirements for electric scooter users and motorcyclists. Under the newly passed framework, drivers of personal mobility vehicles (VMPs), such as electric scooters, will now be legally required to wear a helmet, keep their lights switched on, and wear highly visible reflective vests when riding at night. Drivers will encounter significant changes following the amendment to the General Traffic Regulations approved on Tuesday, 23rd June, by the Council of Ministers.
These adjustments follow significant changes introduced earlier this year, which mandated that all electric scooters must be officially registered with the Directorate-General for Traffic (DGT) and covered by a valid third-party insurance policy. The latest measures aim to enhance visibility and protection during hours of low light. Furthermore, the updated traffic regulations also state that motorcyclists are now required to wear protective gloves at all times while riding, while pedestrians walking along interurban roads, motorways, or dual carriageways at night or in poor visibility conditions must also wear reflective elements.
