Six companies are competing to secure the Home Help Service contract in Elche, a tender that could be worth up to 20.3 million euro over a maximum four-year period.
Since February, Elche Town Council has been processing the renewal of the service, known locally as SAD, after current concessionaire OHL Servicios Ingesan rejected a contract extension. The current arrangement was originally established for two years with an option for an additional year.
The municipal administration is now managing one of its most expensive contracts, with annual funding capped at 5.3 million euro, slightly above the previous annual figure of 5.1 million euro. The new contract structure spans three years, with an optional one-year extension.
Six firms have submitted bids to manage the service. Alongside incumbent operator OHL Servicios Ingesan, tenders have been submitted by Atende Servicios Integrados, BCM Gestión de Servicios, Osventos Innovación en Servizos, Protección Geriátrica 2005, and Salzillo Servicios Integrales.
Bidding terms revolve around hourly service rates, extra hour allocations, and supplementary care options, including up to 200 annual hours of psychology, physiotherapy, podiatry, or hairdressing services, alongside equipment such as stairlifts.
While the new cap represents only a small rise over current spending, contract costs have escalated by roughly 50% recently. In September 2022, the service was awarded to Servisar for 3.1 million euro.
The preventive and assistance service supports residents with limited autonomy across Elche and its outlying districts, delivering essential personal care, health support, and domestic aid within the home.
