The construction of the new Museum of the Sea and Salt in Torrevieja has taken a fresh administrative step forward. The contracting board of Torrevieja Town Hall has unanimously proposed Abala Infraestructuras SL as the winning bidder for the construction works at 16,669,412€, VAT included, after its bid received the highest score among the five companies competing in the procedure.
The company achieved a score of 96.9781 points out of 100 and submitted a bid representing a 7.95% reduction compared to the base tendering budget, which was set at 18,109,085€. In economic terms, the reduction amounts to nearly 1.44 million €. The offered price is divided into 13,776,374€ of taxable base and 2,893,038€ corresponding to VAT.
The project is not limited to the construction and adaptation of spaces designated for the Museum of the Sea and Salt, but also includes the regeneration and urbanisation of its surroundings and the rehabilitation of the Salt Administration House and the Trestle, two elements linked to the city’s salt heritage.
Abala’s proposal outperformed the other four bids presented. Behind it were Cobra Instalaciones y Servicios with 91.86 points, Eiffage Infraestructuras with 91.79, Llop Proyectos Integrales with 73.90, and Citanias Obras y Servicios with 61.67.
Up to 20 months of works
The contract establishes a maximum overall execution period of 20 months from the signing of the site inspection report. The work will be carried out through two concurrent actions. The one corresponding to the Museum of the Sea and Salt and its surroundings may last for those 20 months, while the intervention on the Salt Administration House and the Trestle will have a maximum of 12 months, integrated within the general timeframe.
In addition, Abala has included in its bid a 45-month extension to the works guarantee on top of the initially scheduled one year in the contract. Thus, the total guarantee period will reach 57 months, meaning four years and nine months.
The projects were drafted by Paredes Pedrosa Arquitectos SL and received approval from the Local Government Board on 12 June. The intervention seeks to recover and highlight part of the maritime and salt heritage of Torrevieja through the creation of museum spaces, the improvement of its urban environment, and the rehabilitation of associated buildings.
The regeneration of the Museum of the Sea and Salt and its surroundings forms part of the Integrated Action Plan of Torrevieja and the Local Integrated Development Strategy, with co-financing from the European Union through the European Regional Development Fund, within the Pluriregional Programme of Spain 2021-2027.
The award still needs to complete final administrative procedures. Following the agreement of the contracting board, the proposal will be submitted to the contracting body, and Abala will be required to provide the documentation outlined in the tender specifications, along with a definitive guarantee of 688,818.71€. The company will have ten working days from the day after receiving the requirement to complete this procedure.
