Five companies have submitted proposals for the contract to provide lifeguard, rescue, surveillance, first aid, and accessible bathing services on the beaches of Guardamar del Segura. The City Council awarded the contract, which has a base budget of €1.12 million (excluding VAT) for a two-year period. The contracting committee has approved all of the proposals that were submitted; however, one has been identified as potentially abnormally low due to its low bid.
According to the minutes of the meeting conducted on April 20th at the Guardamar Town Hall, the following companies are participating in the bidding process: Ambumar SyA SL, Eulen SA, Oasis Calmsea SL, Provita Sociedad Cooperativa Madrileña, and Servicial Sur SL. After the financial bids were opened, Servicial Sur SL submitted the lowest offer, proposing to assume responsibility for the service for €555,500 excluding VAT. This figure is considerably lower than the other proposals and exceeds half of the tender’s base budget.. Provita Sociedad Cooperativa Madrileña submitted the subsequent lowest offer at €966,198.20. Eulen SA, Oasis Calmsea SL, and Ambumar SyA SL followed with offers of €1,021,214.62, €1,043,076.94, and €1,083,207.70, respectively.
In light of this discrepancy, the contracting committee has concluded that Servicial Sur SL’s proposal is presumed to be abnormally low. The committee has mandated that the company provide a rationale for the low price and demonstrate the economic viability of the service offered within four calendar days. After this documentation is submitted, it will be transmitted to the municipal technical services for the issuance of the corresponding report.
Companies have implemented valuable enhancements through initiatives that include staff training, preventative and environmental awareness programmes, social improvements, and emergency medical coordination, in addition to price. In every instance, the service manager or coordinator is eligible for one-hour availability, in addition to a variety of accreditations that attest to their technical proficiency.
The committee has not yet conducted the final evaluation of the automatic criteria or the proposed award, as the procedure that was initiated for the proposal that was deemed abnormally low is still pending resolution. The contract will enable the administration of the security and assistance services along the 11 kilometres of beaches in Guardamar del Segura for the upcoming years, a critical service during the municipality’s tourist season.
