The Socialist Municipal Group of Torrevieja has denounced an alleged breach of contract by the company awarded the waste collection, street cleaning and municipal maintenance services in Sector 20 “La Hoya”. The incorporation of this area into the municipal district has resulted in a contract extension valued at 485,585.52 euro.
Socialist councillor Margarita de Francisco made the complaint public through several videos shared on social media, which show the condition of some streets and public spaces in the residential development. According to the councillor, the company is systematically failing to meet the obligations outlined in the contract specifications. She claims this situation is also occurring with the expansion of the service following the municipal handover of Phase I of Sector 20.
De Francisco asserts that the roads within the development are littered with accumulated waste, overflowing rubbish bins, and vegetation encroaching on pavements and cycle lanes. In her view, these circumstances demonstrate that the increased funding approved by the City Council to provide services in the new residential area is not resulting in a genuine improvement in cleanliness and maintenance.
The councillor criticises the fact that the approximately 486,000 euro added to the municipal contract is going straight into the company’s pockets without resulting in any real improvement to the service. She points out that the contract amendment included actions such as sweeping and washing the new streets, clearing vegetation, emptying rubbish bins, and pressure washing.
In addition to the deficiencies in cleaning and maintenance, the Socialist councillor has warned of elements she considers potentially dangerous for users of the area. Specifically, she denounces the presence of large-diameter pipes protruding from the ground and lacking any overhead protection. Some of these structures, she explains, remain partially hidden by vegetation.
According to information provided by the PSOE, these pipes are over 30 centimetres in diameter and reach a depth of approximately 1.80 metres, which could pose a risk to children, pets, and wildlife in the area. The party also emphasises that Sector 20 is already regularly used by residents of nearby housing developments for walks, especially in the afternoons.
Given this situation, the Socialist Municipal Group has demanded that the governing team require the winning company to immediately fulfil its contractual obligations and guarantee adequate conditions of cleanliness, maintenance and safety in this new residential area of Torrevieja.
