The Torrevieja Local Government Board has awarded the construction contract for the Alto de la Casilla Urban Park, representing one of the most significant green infrastructure projects planned for the municipality. The project involves an investment of 10,370,583 euro, including VAT.
The contract was awarded to the joint venture formed by ABALA Infraestructuras, S.L. and ORTHEM Servicios y Actuaciones Ambientales, S.A.U. This partnership achieved the highest overall score in the procurement process, securing 97.49 points based on the technical and financial criteria established in the bidding documents. Their proposal included a 13 per cent reduction from the base bidding budget, saving 1,549,627 euro.
Following this award, Torrevieja Council expects construction work to begin during the coming month of August. The works are scheduled to last for eight months from the signing of the initial layout approval, meaning the project could be completed by the spring of 2027 if all planned deadlines are met.

The bidding procedure attracted a high level of corporate interest, with 13 bids submitted under an open, harmonised process. This high turnout highlights the significance of the project, which aims to transform the space into a large urban park dedicated to leisure, community life, sports, and enjoyment for residents and visitors alike. Alongside the financial aspect, the technical services evaluated quality, guarantees, and project improvements, ultimately determining that the ABALA and ORTHEM proposal offered the best value.
The successful contractor has incorporated all optional improvements proposed by the council, providing significant added value without increasing the cost to the local administration. These enhancements include the installation of an additional 810 square metres of organically designed pergolas across various areas of the park to maximize shade and comfort, particularly during the hottest months.
Furthermore, the development will include a new universal and inclusive children’s play area featuring seven certified items designed to encourage play for all children regardless of their abilities. These specific features are named La Bota Loca, La Ballenita, Faro con Red, Arco Hamaca, Locomotora, Barquito Transatlántico, and Estrella de Mar con Tobogán. Together, these project enhancements are valued at 267,350 euro, with 238,950 euro allocated to the shade pergolas and 28,400 euro assigned to the inclusive play equipment.

Technical reports confirmed that none of the bids submitted were abnormally or disproportionately low, and all complied with public sector contracting legislation. With this contract finalized, Torrevieja Council continues to move forward with creating high-quality green spaces, promoting a more sustainable and accessible town designed for families to enjoy, and establishing the future Alto de la Casilla Urban Park as a major green lung for the municipality.
