Torrevieja Council has awarded the contract for drafting the basic and execution project for a future underground car park in Plaza Encarnación Puchol in La Mata, alongside the remodelling and reorganisation of the entire square surface.
The drafting contract has been awarded to Miguel Ángel Uribe Martínez for a total of 141,570 euro including VAT, following a procedure in which his proposal received 99 out of 100 points. The maximum timeframe set for the drafting and formal approval of the project is six months.
In addition to the main design, the contract covers the preparation of a health and safety study and a waste management plan. This technical phase is essential before the local authority can launch a concession tender, under which the successful company will execute both the construction of the underground facility and the refurbishment of the square, as well as operate the infrastructure.
Prior to awarding this contract, Torrevieja Council commissioned preliminary studies, including a feasibility report, subsoil geophysical survey, parking demand study, and geotechnical analysis. The design team will now have to address factors such as deep excavation, the water table, coastal geotechnical conditions, existing utility services, and reducing surface disruption during construction.
The Mayor of Torrevieja, Eduardo Dolón, stated that this decision represents decisive progress in delivering a long-awaited initiative in La Mata, which will address parking needs while transforming one of its key public spaces. He highlighted that the project will also upgrade Plaza Encarnación Puchol by improving accessibility, appearance, and introducing more green areas and trees for shade.
The Councillor for Contracting and Heritage, Domingo Paredes, added that the goal is to produce a rigorous and viable design for the complex coastal location before moving forward with the concession tender.
