The Generalitat Valenciana has given approval for the construction of a new photovoltaic solar plant in Los Montesinos, despite opposition previously expressed by the local council.
The project, named “Las Casicas”, is being promoted by Fastighetsbyran Torrevieja. It will involve the installation of 990 solar panels situated on a plot in industrial area 1 (polígono 1). The total execution budget for the facility stands at 292,700 euro.
The facility will feature a granted grid access capacity of 0.5 MW. Power generated at the site will be routed via an underground double-circuit line connecting directly to the 20 kV Rellana line, which runs to the substation located in Rojales.
The development encountered administrative friction following an objection raised by Los Montesinos Town Council on 13th March 2024. Regional resolution documents noted that the municipality stated its opposition “without justifying the reasons”. In response, the developer highlighted that the local council had originally issued a favourable urban planning compatibility certificate for the parcels in December 2022.
The regional Department of Industry forwarded the developer’s response back to Los Montesinos Town Council, which offered no further reply. A subsequent municipal report issued on 30th April 2024 raised unfavourable assessments regarding landscape and territorial matters.
However, regional authorities clarified that the council’s negative stance was not legally binding. The Generalitat pointed out that competent regional bodies—including the services for Landscape, Territorial Planning, and Risk Management—had all delivered favourable reports regarding the project. The Irrigation Community (Comunidad de Regantes) also filed an opposition during the process.
Under the terms of the authorization, once the operational lifespan of “Las Casicas” comes to an end, all installed equipment must be completely dismantled and removed, with the surrounding land fully restored to its natural state.
