The company Eulen will finally be responsible for providing lifeguard, rescue, surveillance, first aid, and accessible bathing services on the beaches of Guardamar del Segura for the next two years. The City Council awarded the contract to the company for 1,228,732.06 euro, including VAT, after the Madrid-based cooperative Provita Sociedad Cooperativa Madrileña, initially proposed by the contracting committee, withdrew from the contract before it could be formalised.
The awarding of the contract marks another change in the management of the municipality’s lifeguard service. Last year, the Red Cross lost the contract after nearly thirty years of providing this service on Guardamar’s beaches, and in this new bidding process, the organisation did not even submit a bid, leaving the competition in the hands of five private companies. This transition will now be finalised with the arrival of Eulen, which will take over the safety operation along the municipality’s more than 11 kilometres of coastline.
The contract was put out to tender with a base budget of 1,352,232.49 euro, including VAT, and an estimated value of 2.24 million euro, as it contemplates an initial duration of two years with the possibility of two one-year extensions. The service includes beach surveillance, water rescue, first aid, coordination with emergency services, and assistance with accessible bathing during the peak, low, mid, and high seasons established in the tender specifications.
The following companies participated in the bidding process: Ambumar SyA SL, Eulen SA, Oasis Calmsea SL, Provita Sociedad Cooperativa Madrileña, and Servicial Sur SL. Servicial Sur SL submitted the lowest bid, at 555,500 euro (excluding VAT), but was excluded for failing to justify the viability of its proposal, which the contracting committee deemed abnormally low. Following this exclusion, Provita obtained the highest score, 100 points, and was selected as the winning bidder, ahead of Eulen, which scored 96.49 points.
However, when the City Council requested the documentation required before awarding the contract, the Madrid-based cooperative submitted a letter on May 13th expressly withdrawing its offer. Given this, the council then contacted the second-place bidder, Eulen, which submitted all the required documentation and provided the final guarantee of 51,060.73 euro, thus allowing the contract to be awarded to them.
The contract was formalised on June 23rd and came into effect that same day. Eulen will be responsible for providing the service on the beaches of Els Vivers, Centre, La Roqueta, El Moncayo, El Camp, and Les Ortigues, where it must deploy the human and material resources stipulated in the tender specifications, including lifeguard stations, rescue boats, medical care, water rescues, and an adapted bathing service for people with reduced mobility.
